Need case/cooler (or general) suggestions. I really like the NZXT H6 Flow and Artic Liquid Freezer III and Lian Li Galahad but it seems like their compatibility is reliant on unpublished motherboard specs. I really like the diffused RGB from the Galahad (pic related).
Price target is $1800ish but I'll spend a bit over $2000 if it's worth it.

Buy the case and AIO you want, you don't get to build a PC very often.
You shouldn't have to worry too much about board, AIO, and case compatibility.
The AIO base should be compatible with almost all mid to high-end motherboards.
H6 Flow is a relatively new case, it should account for the more common fan & radiator setups.

I generally don't suggest AIOs because they tend to have worse cooling than air coolers at equivalent noise levels on account of the added pump motor on top of the radiator fans unless you dial the fan/pump speed settings back. Also the pump motor can fail, the coolant if they didn't treat it properly at the factory can grow biogunk inside that gums up the cold plate microfins as happened to some Enermax & MSI units not too long ago:

Also there's the issue of coolant permeability (evaporating out of the loop very slowly over time).

However, that said if you do want an AIO make sure to get at least a 280/360mm or larger to firmly beat air as well as a case that it'll accommodate it (not a big deal these days fortunately:

Chip development takes a long time, about 4~5 years.
RDNA 2 and 3 were designed before people at AMD were able to realize the impact of hardware-accelerated upscaling and RT to a lesser extent.
They weren't expecting DLSS to improve as well as it had.

The H6 Flow officially supports up to 30mm rads but both the Arctic and Lian Li are larger. I've seen builds with both but some fit and others need to be mounted cockeyed to fit and that doesn't seem very good long term.

I'll take a look at those. I originally switched to AIOs because I like that they have more thermal mass and can be tied to coolant temp to have smooth noise levels instead of jumps. Volume doesn't bother me since I wear headphones all the time. I think I'm just going to pick hardware and find a case that fits it instead of going case first.

If your main case is gaming, and multi-threaded workloads are secondary then wait for Arrow Lake to launch on Oct. 24 for the Ultra 7/9 SKUs and the 9800X3D soon after. The former will be an all-around good chip for both gaming & video editing thanks to Intel's IPC gains in the Lion Cove P-cores and Skymont E-Cores, while the latter will be the best gaming chip for a few years but still no slouch in occasional editing, see how the 7800X3D does currently.

So, what GPU could I pair with my hardware to be satisfied? I am buying new, not used. Some people said RX 6700 XT would be perfect in the long term, unfortunately I can't get it anywhere, and 6750 XT is still a tad bit too expensive here so I'd rather not go over but under. So I guess the next best thing to it would be good enough? Which one could I get, 6600, 6600 XT, 7600, 7600 XT... ?

Sorry if my question is a bit too long and retarded but I played on shitty laptops for almost a decade and I'm completely out of it all, I can't even eyeball what the performance of modern GPUs is like. Of course I watched some test videos but all these use different hardware, It just makes me more confused and unsure, so I'd rather ask directly like this. Any kind of advice would be great.

Bottom fans are impactful on smaller cases, ITX mostly. Or cases with terrible overall airflow.

In this case you're looking at a ~30% increase which is noticeable but shouldn't make the difference between playable and unplayable - turn down some settings and/or up the DLSS. Looks like you broke something, or something was broken when you bought it, so diagnosis is imperative. No point in upgrading random components when there's a short in there somewhere killing things. You probably don't have spare hardware to test so taking it to a shop is your best bet.

PCIe5 and DDR5 are more expensive by nature. You need more, and better, metal to get enough signal integrity. There might have been some clever engineering hacks in the early days but PCIe 5 has been around since 2017 so manufacturers will be using them already.
With that said, CAMM2 might actually help on the RAM side. Right now it is being pushed for the high bandwidth potential but that does give you more margin to play with when designing a cheaper board. Of course that potential will take time to trickle down into the low-end market so don't hold your breath.

That's a factory tuning thing. the 7800x3d caps out at 1.15v vid requests while ryzen 9 x3d's max out at 1.3v and non-3d parts top out at 1.5v

Of course you can, RGB fans, AIO, video card, memory modules (Corsair Dominators) and motherboard just to start with.
They even sell aRGB strips. Don't limit the freak show though, GAYMEN monitors have ARGB as well.
You could probably upgrade to a better CPU/GPU from those added RGB costs, but it's not my pc!

I'd only buy used cards where you have fraud protection (eBay).
Avoid RTX 30 series cards with GDDR6X chips if you can (3070Ti and up), those VRAMs ran pretty hot and many of these cards were Ethereum mining.
3080 12GB and 3090Ti are exceptions because these were released towards the end of the GPU mining craze.

I've been wanting this GPU anyway, just hadn't made up my mind to pull the trigger so far; is this a good price to jump on the opportunity, or should I just hold off? I'd probably be looking at a full system upgrade within a few months anyway. But if, say, the RTX5000 series release is likely to push down AMD prices, I can still wait.

Oh and also, I'm assuming there's nothing wrong with this particular card and OC and it's just amazon pricing being schizo, right? Or is there any reason I should avoid asrock and/or this particular aftermarket one

Do not buy memory sticks separately, buy one pack of 2x 8GB or 2x 16GB. CL40 is pretty bad btw, get CL30 if you can at those speeds.
CPU cooler is way overkill/overpriced relative to the CPU it's cooling.
be Quiet air coolers don't perform well on AMD CPUs because the genius designers didn't supply an offset bracket to optimize CCD cooling.

Memory kit manufacturers test XMP/EXPO speed for the packaged set of modules only.
In your list, that means the manufacturers only tested whether each of those sticks can run at 6000MT/s CL40.
They don't guarantee the same stick from a different package will seamlessly work together when you try to toggle XMP/EXPO on.

If you can afford the Dark Rock Pro 5, it's going to cool that CPU just fine, you're just overpaying for the cooling performance.
