Mostly a function of your fan curve - if you want lower operating temps, for whatever reason, turn the fans up.Basically the thing to understand about AMD boost behaviour is that it'll clock as high as possible given the thermal/power/current headroom. You can tweak all of those variables up or down to get the CPU to behave exactly as you want.

In the simplest term possible, if your pc is a vehicle, the cpu is what decides the speed limit. Now, your engine (gpu) might or might not be capable of hitting that speed limit, there are many variables to that. If your gpu let's say is capable of going to 300 fps in a certain game at a certain resolution, but your cpu is only capable of a "top speed" of 250 fps, then you have a cpu bottleneck. If your top speed is 250 fps, and your GPU is only capable of making 200 fps, then you have a gpu bottleneck. Hope that clarified that. There's alot more to it but I tried to make it as simple to understand as possible.
