If it's a new build, I'd suggest going 7xxx series, not because of an increase in performance but because it'll make upgrading in the future WAY cheaper. In like 3-4 gens you just buy a new cpu, slot it in & you'll be good to go.
SN850X is more than what most people need. You can opt for cheaper or bigger.

The main (only?) difference between 7600 & 7600XT is added VRAM and the card isn't powerful enough for that VRAM to matter much, it mainly plays a role when you're using high resolutions or RT but in both cases the GPU will struggle regardless.

Sounds like normal range. Mostly a function of your fan curve - if you want lower operating temps, for whatever reason, turn the fans up.
Basically the thing to understand about AMD boost behaviour is that it'll clock as high as possible given the thermal/power/current headroom. You can tweak all of those variables up or down to get the CPU to behave exactly as you want.

What is your ambient temp? Use HWinfo instead of that app btw.
If you feel the cooler's underperforming, check the mounting pressure of the tower heatsink.
You needed to apply an even amount of torque on both mounting screws alternating between every 1~2 rotations.

Keep in mind, 7xxx series of CPUs are rated for high temps and try to hit high temps. Don't get worried when it hits 95°C.

15€ difference is not "about the same price" to me, anon. 7600x is basically just OC'd out of the factory (and slightly binned to perform a tad bit better). I'd just grab a 7600, run it stock until you feel like it's getting a little sluggish and then spend like half an hour or so getting a stable OC and running that.

AMD, as usual, excels in the budget GPU space.
If you're looking to game at 1080p, AMD is likely the best option
If you're want to push high resolutions or crazy high framerates, you'll likely want a higher end GPU where Nvidia then simply offers more through DLSS/DLAA
Basically, if you're thinking of getting anything past the 7700XT I'd go Nvidia, however AMD is apparently cutting prices on their GPUs at the moment so maybe it becomes interesting again

ASUS card owners complain about coil whine, but I think this complaint is overrepresented due to their popularity.
Some ASUS cards might need to be repasted after a few months. They have an unreliable thermal paste supplier.
ASUS Dual is generally the better entry-level card model than the Gigabyte Windforce or MSI Ventus dual fan cards.

For something like a warranty claim with Intel. Why should I ever follow their directions when it comes to "testing" that it definitely is the CPU when it obviously is the problem? They demand a bios update because it's not the newest and latest and "might" help. But on the chance your PC gets screwed because of a power outage or something, then who will be liable for it? Will Intel cover the cost considering they demanded you update the bios to keep the RMA going forward?

I just do not see this as acceptable for 13th/14th gen CPU's. I suspect most people will not do a BIOS update or even know how to and I really doubt support will guide you by hand either besides maybe a poorly edit guide that fails within 3 steps because of the various mobo's out there.

With DF it probably depends on embark size and dwarf number.
X3D is good, but eventually you have so much shit going on it spills over the cache size and you lose the advantage.
E.g Factorio was reported as amazing with X3D, but the benchmark used a small map, and the advantage vanishes the more you increase map size.
I've seen some anecdotal evidence that X3D chokes in lategame Stellaris, again because the working set starts to exceed the cache size.

No, it's real but it's pretty hard to bottleneck a CPU. If you're running a weak GPU, your CPU should keep up unless it's horribly outdated. If you have a strong GPU, you're likely not running 1080p medium settings, so your GPU will be getting hit harder.

Issue is you can't really do an accurate "bottleneck calculator" because life isn't that simple, there isn't one single test.

In order to understand bottlenecks, you need to understand the function of a cpu in gaming and similar workloads. A lot of people don't actually understand this and you read retarded comments whenever you see someone test cpus. In the simplest term possible, if your pc is a vehicle, the cpu is what decides the speed limit. Now, your engine (gpu) might or might not be capable of hitting that speed limit, there are many variables to that. If your gpu let's say is capable of going to 300 fps in a certain game at a certain resolution, but your cpu is only capable of a "top speed" of 250 fps, then you have a cpu bottleneck. If your top speed is 250 fps, and your GPU is only capable of making 200 fps, then you have a gpu bottleneck. Hope that clarified that. There's alot more to it but I tried to make it as simple to understand as possible.

White requires more cleaning/dusting to look nice, and sticks out more unless the room is also very white. Black fits in with more room types and colors. Anything that's white and plastic also has a tendency to yellow in sunlight, even if it's indirect.
And, if you don't care, black is the default anyways because it's cheaper.

What I really miss are side-mounted fan vents in pc panels. What I'll probably do when I replace it is get a case with a solid side panel option, make some measurements, draw a pattern to follow, and drill holes in it for a DIY solution. Would probably work best on a full tower. Function is more beautiful than form ever will be.

Curiously, it seems like there's Chinese copies of old ATI Rage XL PCI cards being manufactured for sale, and I'm in the market for something better than the old S3 card in my Pentium MMX rig.

Only in pure rasterization, which is becoming less of a focus in future games. As said above, modern devs are using frame generation as a crutch, so you either use it or you play at 40fps native going forward. DLSS smokes anything else.
Saying ray tracing is a meme is like saying anti-aliasing is a meme. It used to be hard on systems, but now it's a basic feature. AMD isn't even in that fight, and they're pulling out of it by targeting the low/mid market.
AI and professional uses are miles ahead on NVIDIA. It's not even close. Even if you decide you want to screw around with a local AI program, you might not even have the option with AMD GPUs.
Sorry but buying AMD now is just stupid unless you're a 1080p gamer.

Apply the usual amount of mounting pressure when installing the baseplate/heatsink.

The chart might show PTM7950 to be underwhelming compared to a paste, but the cooling performance of a paste will degrade faster.
