AGESA/BIOS updates improved boot times a bit.
Enabling a feature called "Memory Context Restore" in the BIOS will speed up boot times, but it's not advised to leave this on if you're doing any manual tuning.

Twice as good seems like quite a lot. Tiger lake was a pretty sizable improvement over the Coffee-Comet lake CPUs, but they're still relatively similar CPUs on paper
I'd much rather have the considerably better GPU if you're going to be playing games - you'll be GPU limited a lot of the time anyway, and it's not like the 9750H is a slouch. It's still a 6c/12t cpu on a moderately modern architecture
If you're going to do CPU intensive work and just need the GPU for a bit of CUDA or to play a game of league occasionally on sundays then the boost in single threaded performance with the 11400H could be nice

i see. i am not looking at building for an HTPC use case, more for a super quiet desktop. can be a bigger case if it has to be even full size like a 4U but nicer to look at than some rackmount box. really just want the absolute lowest noise floor when idle and reasonably quiet when running under load with a modern AMD CPU. have not done liquid cooling in a long time, there is a lot of stuff on the market and a lot of it is real crap.

Cable is about a decade old, but it was definitely both. I was getting pretty pissed off with the whole ordeal since I had forced a 90 degree into a straight SATA slot and It took considerable force to remove. Some of my drives are no longer showing up in my BIOS so I might have damaged something. I don't know, I really cant be fucked anymore. I'm gonna get an AM5 soon anyways.

I specifically bought the Fractal Define R5 with low speed fans (should've just bought the regular ones and set the RPM lower but I'm retarded), undervolted my GPU and run my CPU at stock speeds AND use headphones.
I regularly turned off my porn HDD because it's really fucking loud even in idle. At one point I thought my neighbor was making noise until I realized it was the HDD.
I don't hear my PC in most games unless the CPU is utilized heavily. Coil whine is filtered really good with the case, low noise isn't so great, main reason I don't use Noctua fans anymore, the low hum is fucking annoying even at low speeds.

If you can get it used for cheap, it's pretty good, thermals are pretty shit though. If I remember correctly opening the door pretty much fixes that but I don't do that because it defeats the point of noise cancelling.
I haven't had any issues with the USB ports at least so far (4 years), I usually clean my apartment every 2-3 weeks so it's pretty dusty at times.
I can't really upgrade to anything other than the Define 7 because I want a 5.25 drive bay and at least 4 USB-A ports, no "modern" case has that anymore because of glass shit and USB-C replacing 2 USB-A ports most of the time.
