since you have a 4070 super which uses the 16 pin connector, that means you need a psu thats either atx 3.0 or atx 3.1 which have that connector natively so try to find one that has this connector (12+4 pin connector)
doesnt have to be 750 watts, if theres an 850 watt version for the same price you could pick that up since next time you upgrade you could get a more powerful gpu without upgrading psu

Frequency is cycles/second. Latency is how many cycles it takes to respond.

So, in round numbers, a 2Hz frequency with 2 cycles latency has the same 1s effective latency as a 2kHz frequency with 2000 latency. Although, of course, the bandwidth of the higher frequency will be one thousand times better in this case.

Some things benefit more from latency while other things benefit more from bandwidth. Cache speed and size can have a significant impact as well, as in, if the hot section of the code can fit in the cache, for instance, it may change from a latency sensitive code to a bandwidth sensitive code.

This is a misunderstanding
ECC RAM almost exclusively follows JEDEC speeds and timings
Nothing stopping it from being just as fast as gaymer RAM, it's just servers and workstations don't use XMP/EXPO
One exception is the W790 and possibly the new Threadripper but it's such a niche application that XMP ECC registered kits are uber expensive

Really that's what it comes down to, the memory could be faster but the memory controller can't handle it. It's part of the reason to use ECC registered DIMMs is to have terabytes of RAM at 4800Mhz+

if you dont mind spending more money why dont you buy an external dac (either one with 2 inputs for your console and pc with 1+ output for your headphones or just get a usb/kvm switch connect it to the dac and connect the console and pc into the kvm switch)
