Portability depends on the program itself. Any program that relies on the registry will not be portable, and that is unfortunately a LOT of programs.
Most programs, if they are portable, either come in a zip file or some other compressed format, and do not use an installer(an obvious exception to self-extracting archives, which are a program.)

It's not nearly as important as it would be if you had one of Incel's shit.SHITTER abominations, but with the amount of software that's already not running on 10 LTSC (because it's 21H2), consider very carefully.
Since it's a desktop and you won't care about hibernation, you could just slap both into two VHDs and native boot them. Once you've figured out which one runs all your programs, delivers the best performance on your CPU, has the most solid drivers etc., you can just throw the other one into the local Recycle Bin.

While it is true that /most/ programs will operate to some extent, that doesn't necessarily mean that they're portable.
A portable installation is a self-contained installation which does not rely on anything that the OS provides, outside of system calls.
Under that definition, any program that uses the registry is NOT portable, as the registry hive violates the self-contained principle, and arguably isn't really a system call in the same way that OpenFile is either.

In most cases, it should be fine to have it in any directory and on any drive you want. A good program can be installed on any drive without consequence, and be moved around as you please. However, there are some edge cases. Some poorly written programs can't be stored on anything other than the C drive, but you can work around this by using a special command you'll have to look up. You'll need to use the /d switch on it. Some other slightly less poorly written programs will freak out if it's not the same folder as it was installed in. This happens for a variety of reasons. For example, Open Watcom compiler is bad about this, relying almost entirely on the path environment variable for its IDE. However, for the most part this is a minimal issue. Altering whatever it relied on, whether that be the path variable, or the registry, will cause it to work again, and it shouldn't be that much of a hassle.
Unless your program is a paid program some sort of identifying factor like a serial key, you should also be copy it over to another computer and it'll work "well enough." Generally though, it's better to just run the installer on the new computer, rather than relying on copying, because of the aforementioned registered COMs and other potential dependencies that don't get carried over by just copying the program's directory over to a new computer.

Well, firstly, if it's drag+drop, you need to make a user account first BEFORE doing that. The system doesn't recognize an account from that directory alone, despite how nice that would be...
It will keep the documents but the programs are very iffy. There is a LOT of data that isn't kept in there, notably the registry stuff. That said, if it's JUST the user folder, then you don't seem terribly intent on trying to restore the programs right off the bat.
You'll just have to remember to go into the folder properties and force ownership of the files over to the new account.
(I had a file for that last part but unfortunately it doesn't work on Windows 7.)

The monthly update rolls around at the second Tuesday of every month, which is pretty much the only kind of update that needs you to reset the computer for it to finish. November's is coming later in the day today.
Otherwise you can use group policies to make it that Windows Update either downloads updates then lets you install them when you want or make it entirely manual. Updates are pretty boogeyman'd by some people and it isn't really that hard to deal with.

I disabled all the Scheduled Tasks I could think of.
I disabled the services it relies on (Background Intelligent Transfer Service, Delivery Optimization, Update Orchestrator Service, Windows Update, Application Identity).
I tried WuMgr and https://github.com/tsgrgo/windows-update-disabler, and yet, whenever I boot up the PC again I can see the Windows Update service's Startup Type switched to Manual, and just now it was actually in execution too, it showed up as "Running",

Just moved to Windows 10 from Windows 7 and it's ass in so many ways, for instance take the folder UI, the section I painted in red is the same color of the section above but you can only drag the folder on the section above, so you will often be dragging that area I painted red thinking it's one area with the section above since it's continuos and of the same color but in fact they are 2 separate areas, 1 draggable and the other below non draggable. But there's no visual indication or separation that they are in fact 2 separate areas. Who designed this shit? makes no sense. in W7 the top of the bar is blueish so you can easily distinguish the part that is draggable from the rest

Just finished setting up Windows 11 IoT LTSC in a VM.
Need it for development, to make sure stuff compiles on Windows. Installed OpenSSH Server on it, so i can SSH into PowerShell and do thing without ever looking at a GUI.

But the GUI isn't even too laggy inside the VM (without GPU passthrough). Had to disable all the eyecandy of course, but it is usable. Pretty nice that Microsoft offers this less-bloated version.

today my external hdd suddenly disappeared from windows. if I unplug it I still hear the windows device unplugged sound, and I don't see any errors in device manager. it initially was totally gone, but after unplugging it and plugging it back in, I got it to show up in my computer, albeit in a broken state. but the really weird thing is if I try to open something that interfaces with drives, like partition manager or crystaldiskinfo, they just hang and can't open properly, like trying to get info about the hdd is killing them somehow. I tried plugging it into a different usb port just in case, but no dice. the only thing I've done today is install samsung magician and change my ssd from standard to full performance mode, but I don't know why that would kill an unrelated external hdd. any ideas?

This might not be the correct place to ask but I figured I'm not the only one that had to deal with the same issue.
Since a few days ago the file thumbnails are completely broken. I open MyPC or pretty much any folder and it keeps loading forever. It never shows the drives but the files appear without thumbnails. If I restart the PC, they work again and after a while it goes back to not working. If I don't do anything (close all programs/windows,etc) the thumbnails start working again though.
I thought that it might be a recent update so I wanted to ask here first.
