Unfortunately the current feature difference (RT, DLSS) requires a subjective assessment. Is RT worth the FPS penalty? Is the performance gain and AA from DLSS worth the artefacts? Can't decide that for you, sorry.
The closest thing to an objective take I've been able to come up with is: below the 4070 you can't afford RT so prefer Radeon*. Above that you probably want max graphics, else you wouldn't be buying such an expensive card, so prefer Geforce. The intersection point - 7800XT/4070/7900GRE/4070S - is murky and almost entirely subjective.

*Unless you really prefer DLSS over lowering settings.

Just when I think I'm about to hit the purchase button I read some shit review about the GPU and get apprehensive about it

Quality upscaling from 480p - 1080p to 1440p is roughly 40-50% gpu load so you would want a power efficient GPU.
Ofc doing it in software classically which has even hardware acceleration can be cost free in terms of energy as much as possible but it'll be a blur mess. MPV will use shaders so it'll be a bit more costly and if you use advanced shaders / AI models there it'll be really costly again close to 50% load.

if you are unironically using your PC as a space heater (which is retarded) buy the 9900x and make sure you're using water cooling and just undervolt it in the summer for lower temps. Water cooling is way more efficient at dispersing heat from your case into your room so this is the one use case where it's strictly better. Higher end hotter CPUs are going to be better for you because again you can just undervolt them when you don't need them to run hot.

if your primary use is gaming I'd do an X3D chip instead but for productivity the X chips are better.

Asrock is the brand you should be buying, their mobos are the only ones that aren't super cucked with lane sharing and decent BIOS.

You can go for a B650 Steel Legend if you don't plan on upgrading to a dual-CCD chip later on (9950x3D or something).
X870 makes more sense in general, if only because the B650 SL is unobtainium and only interesting at MSRP.
The three boards you should care about are the Steel Legend, Pro RS and Nova, everything else either kinda sucks or only for rich overclockers.

Personally I'm waiting for the X870E Nova to come back in stock. Might pick up a X870 Steel Legend though cause it's driving me insane seeing my 9800X3D and not being able to build.

"future CPU support" depends on AMD not on the mobo manufacturer, they're on the AM5 socket right now, their previous socket AM4 started in 2016 and AM5 came out in 2022. We have no idea when AMD will make another new socket but generally 6 years is about how long they last, but getting a 9800X3D means you're on the latest socket so that's the literal best you can do.

Gen 5 NVMe and USB4 are not really common now but they will be in the future so it will be nice to have.

Like the other anon said you should go ASrock, brand matters for mobos more than features generally because of the software that comes paired. I got an ASUS mobo bundled in with my cpu and i kind of regret it because every optional BIOS feature just makes performance worse and their ArmouryCrate software is god awful bloatware that you have to uninstall immediately.

I'm trying to be mindful of all of the nuances for RAM this generation, like only using 2 sticks because 4 screws up the speeds, but I've also heard that 6000 is (or maybe was?) the recommended speed, despite the fact that they make sticks that go up to 8000 now and with every denomination in between. I see people talking about how they just picked up 6400 speed sticks to go with their 9800x3d, is 6000 no longer the recommended? are these people just unaware? does it not matter?

Black friday deals seem to suck, but I need a new computer. tl;dr is that I'm currently stuck using a shitty lenovo laptop and want some sort of light gaming desktop again

Im leaning towards an ITX build with a ryzen 8700G APU, since it can run basically anything at 1080. Everything i've seen online has said to get a cheap CPU and gpu for slightly better performance (like an i3 and 1080 for $300) but i'd rather just be able to hold off on adding a gpu later if there's ever a deal.
The 8700g seems to only be about 10% weaker than the 7700x in most benchmarks, and wouldn't be a cpu bottleneck when I do get a GPU down the line. So is using an APU for a year or two really as dumb as much of the internet says?

there seems to be new msi monitors worth looking at that OP posted that have 8bit color instead of 6bit + frc (I am using an AOC 24g2sp with 6bit + FRC and it feels fine, but why not go for the MSI displays).
I'm not convinced there is a difference, but if you look hard enough, maybe you can find a video that compares a 8bit monitor vs a 6bit+frc monitor (like MSI vs 24g2 or something).
The cheap MSI displays don't have a adjustable but you should buy a vesa mount since they are cheap and probably better.
If you want a monitor that "looks better" and you care a lot about contrast in a dark room watching a dark scene, you could go for a mini-led, like Q27G3XMN or Xiaomi G Pro 27i but they are more expensive and 1440p (bad for a dual monitor setup, also it's going to be annoying to have a monitor that looks so much worse side by side when you are watching a movie / gaming in the dark with a dark scene, you probably need to manually turn it off).
