It doesn't do that unless you boost saturation, it does inverse tone mapping (SDR->HDR conversion) but colors stay mostly within the sRGB range (so bt.709).
If you're curious you can install Lilium's HDR analysis with Reshade, it'll read the HDR PQ data from the game in real time.

HDR does exactly that in HDR games. The UI shaders are separated from the render to make it possible for you to control the brightness of both.
You would never want a game's UI to be as bright as the game render, usually it's at your paperwhite reference brightness (ideally 100nits or 203nits if you're in a brighter room).

Mostly just minor optimizations for "surveillance" use i.e. constant writing and infrequent reading. Probably what gets them the higher write speed (if it even holds up in real world use). I have read that they don't check integrity as often, since video artefacts on CCTV are nbd, but there's little hard data on the matter.
As far as reliability goes, you, as a consumer, don't have enough combined-use-hours to tease out the differences. Plus you (hopefully) have RAID to obviate the problem.
With price equality just buy the one indicated by the manufacturer - IronWolf for NAS, SkyHawk for CCTV. For a small NAS where price per drive is less significant you'd be fine paying a little premium for dedicated NAS drives. If you're building a big one, say 50TB+, and the SkyHawks are noticeably cheaper then go for them.
Also don't discount other manufacturers. Your data integrity is solved by proper RAID setup not by 2% differences in AFR.

As someone with a ZFS mirror setup I'd say that it's kind of overkill for only 3 drives. The extreme integrity provisions are great but I miss the inability to add drives to the array and running it without ECC RAM feels sketchy. There's workarounds, of course, but they feel a bit hacky for a home server. Not the end of the world, mind you, and maybe justified if your server is going to grow into more than a basic NAS.

There's three main ones: WD, Toshiba, and Seagate. Who knows how many small Chinese outfits are operating with discarded tooling though.
Seagate has the worst rep but honestly it's only partially deserved. The critical thing to understand is that your reliability is 99% down to proper redundancy and 1% from picking the "right" manufacturer.

How bad are the remaining bottom-of-the-barrel 9800x3d + AIO bundles on jewegg? There's some corsair icue ones and an msi mag coreliquid. I do actually need some cooler, and I'm not that picky about aesthetics, so as long as it works, it feels worth getting the CPU at MSRP. On the other hand they are the last bundles still in stock, so I'm wary.

As for Lian Li, I'm considering the TL 140 because of RGB that will surely pop in my O11 EVO XL case.
The LCD version has higher static pressure than the non-LCD. The LCD one is expensive.
Noctua's also within my consideration, but like the Lian Li, it's also expensive. But since it's an optimized fan for noise-normalized performance and airflow, it's still a good contender. It's just the price is so high.
All things considered, if I'm just aiming for pure performance and no fuss and frills, I would get the P14 Max.

That's nice and all but these AIO's are only a liability. They don't offer increased functionality over a $40 thermalright cooler and are more likely to break, which would mean you need to replace the unit which is only added wasted money and time. I guess if you NEED the CPU now for PoE2 or something yeah buy a bundle. Personally I am waiting.

All 1440p 360hz and 240hz use the same QD-OLED panels. OLED doesn't use overdrive or other vendor-specific settings, so you can buy the cheapest one and it'll be fine
AW2725DF has the best factory calibration and Dell honors warranty like no others. Warranty time doesn't equal quality service, LG and ASUS are particularly dodgy at that.

You can save a good bit of money by going for Arctic instead of Noctua and bequiet. Same performance league for way better prices. Also 64GB of RAM is overkill for Skyrim. Even with a crapload of mods you won't ever exceed 20ish GB. Also 4 sticks are not optimal for stability. Just get a 2x16 kit. Also I recommend the Lian Li Lancool 207, it's a bit more expensive than the Corsair but has an excellent airflow setup in that you can install two 140mm fans directly beneath the GPU. Tremendous perk for silence and longevity.

I game, but nothing graphic intensive, however it is nice to have the ability to play games on higher than mid/low settings, I play PoE and Gachashit like Genshin Impact, some deadlock, indie games, no AAA titles b/c it would look shit on my current PC. I like a quiet PC b/c I'm not a fan of noisy fans. I don't do much production or CPU intensive things, but I like having that capability in case something interests me. Build I'm piecing together:

Can someone explain GPU pricing to me?

I went on PCPartsPicker and was looking at the 4080 (because the 4090 melts connectors). A genuine NVidia 4080 costs $1800 ("founders edition"). OR, I can buy an MSI/Gigabyte/ASUS/Zotac/RandomShit branded 4080 for typically $1100-$1300.

Look, I understand that NVidia makes all of them, but what do the others remove/delete/fuckup in order to make them "worth" $600 less than the original manufacturer? Is it actually worthwhile buying the NVidia, or will any 4080 perform roughly the same?

Note, I'll be waiting for the 50xx series to come out in January, hoping to get one with 32GB because I want to do bigger AI image generation. I'm just trying to get some understanding for WTF the pricing is so weird.

I agree with this. Tariffs have me worried too. I got a 7900 xtx just in case but if I were you I would only buy a gpu just in case next gen sucks and be prepared to return it. 5070 ti will probably be better if it's priced at $800.

NVIDIA's official board partners need to meet NVIDIA's card design and component requirements.
The cards will perform about the same at stock settings, some of the higher-end third-party cards will run better & quieter with manual OC/UV.

Avoid the cheapest models, these will generally run louder and hotter with very little (if any) extra power limit set aside for overclocking.
Avoid knock-off FE designs like the MSI Super Expert.
The product engineers @ NVIDIA spent more resources optimizing their dual axial fan designs
