The heatsink determines how hard the fans will have to run, that's why Noctua makes fuckhuge dual tower heatsinks for their D15s.
A be Quiet Pure Rock Pro 3 (2x 120mm fans) should be good enough, currently discounted in the US.
If you want a CPU cooler with a 140mm fan, the Dark Rock Pro 5 has a 140mm fan in the middle with a 120mm for the side to accommodate ram clearance. It's not worth the $90 asking price; you might as well go all out and buy a Noctua D15 G2 at that point.

There are Thermalright CPU coolers to consider as well, but I'm pretty sure the be Quiet fans will sound better.

Coming from an old 1080p 60hz IPS screen, I want to go up to 1440p and anywhere above 120hz. I'm willing to splurge a bit to get an oled over a new IPS screen. Yeah, I will be having an lcd by the side. I currently have 2 24inch 1080p IPS panels. The idea would be to replace the main one with a 1440p monitor, and keep the second one as it is.
