African-American serial killer Elroy Chester was the 499th person executed by Texas since 1976, for a late '90s killing spree in Port Arthur. He also committed over a dozen burglaries and rapes. Port Arthur was Chester's home town and he was born there June 14, 1969. A poor student diagnosed as learning disabled, he was in sped classes until he was 16. Several IQ tests estimated his IQ at 70 or lower with one putting it as low as 57. As an adult, he worked in unskilled manual labor jobs and once as a restaurant worker at a Luby's Cafeteria.

On February 25, 1987, then 17 year old Chester was arrested for a burglary committed a few days earlier. He remained jailed for a month and a half until he was able to post bail. On May 9, he broke into another residence and was arrested eight days later, this time held without bond, and celebrated his 18th birthday in the Jefferson County Jail. On August 3 he was sentenced to ten years of probation, six months of which were to be spent behind bars. Chester was released March 29, 1988 and it was a little over a month before he was back to his old tricks. Two burglaries in mid-May landed him a 13 year sentence but he only served 14 months and was paroled February 13, 1990. On March 16, Chester was arrested for theft, possessing burglary tools, and attempting to flee from police, but he was released after three days for lack of evidence. On April 1, he was arrested for burglary and aggravated assault but no charges were filed and he was released.

Chester continued his scrapes with the law during 1991. That August 18, he was arrested for unlawful firearm possession and on October 30 for marijuana possession but served no more than a few hours of jail time for both. On October 15, 1992, Chester was arrested for a rape committed during a home invasion but made bail and was soon released. On December 1 he was arrested for parole violation, which finally got him a real prison sentence. Chester ended up serving four years and was paroled March 21, 1997.

In a six month spree starting in August 1997, Chester committed 25 burglaries, five rapes, and ten shootings around Port Arthur. He would claim to killing five people and non-fatally shooting another four. All of these attacks took place during nighttime hours and he usually cut the phone lines to the houses, removed outdoor security lights, and concealed his face with a hockey mask. Most victims were white but a few were black or Latinx.

The spree began August 3 when Chester broke into the home of Ken Risinger and stole his .380 semi-automatic pistol. Six days later he broke into another home and found 10 year old Rolaycia Mouton inside. He tied her up in the closet and anally raped her, but would later insist he thought she was older and would have raped her mother instead if he'd known. On August 14, he tried to rob a woman named Candice Tucker, was unsuccessful, and robbed another woman named Dolly DeLeon the next day. On August 16, Chester knocked on the bedroom of a 16 year old boy named Oscar Morales and demanded money at gunpoint. Morales tried to flee but Chester shot him in the leg and escaped. He tried the same stunt at the home of a man named Matthew Horvatich, who was shot in the shoulder.

Chester struck again a month later when on September 20 he broke into the home of 78 year old John Sepeda and shot him in the chest next to his wife and grandson, killing him. The murder was initially suspected to be the work of several gang members. From October 25 to November 8 he committed another three burglaries. On November 15, Chester shot and killed 87 year old Etta Stallings and stole her husband's .22 pistol. Later that evening, he shot into the open bedroom window of a nearby house, wounding two women inside and killing their dog. On the 20th, Chester attacked Cheryl DeLeon, a 40 year old former co-worker from Luby's Cafeteria, with the intent of robbing her--they'd been co-workers back in 1992 when Cheryl would sometimes complain to her supervisor that Chester sexually harrassed her. He'd been stalking her for some time. DeLeon was pistol-whipped and fatally shot in the throat. On December 7, Chester ambushed Lorenzo Coronado outside his home, shot him in the head, and stole his wallet. Coronado survived.

On December 21, a 35 year old man named Albert Bolden was found dead in his house of a gunshot wound to the head; the time of death was estimated at about five days earlier. Bolden was Chester's brother-in-law and sometimes burglary accomplice. He would say this was out of revenge for Bolden beating Chester's sister and for humiliating him one time by arranging a date with a transvestite, which he was unaware of.

On February 6, 1998, Chester broke into the residence of the Ryman DeLeon family (not related to Cheryl DeLeon), a house he'd robbed once before without being caught. This time he saw 17 year old Erin DeLeon and her infant son through the window and decided to attack her at gunpoint. Chester grabbed Erin, pointed the gun at her head, and demanded to know where they had money and jewelry. She replied that there was some jewelry in the house but not money. He led her through the house to prove they were alone. Chester asked where her mother was and when she was coming back. Erin said not until the next morning. He then asked who she'd been talking to on the phone and she said her boyfriend. Chester led Erin to her mother's room and took some jewelry, then did same for her sister's and her own rooms. He took her to the dining room and ordered her to turn off all lights in the house. Chester took her to the garage. He felt around in the dark for a roll of tape and told Erin to not put the lights on.

At the same time, Erin's 14 year old sister Claire and her boyfriend Tim showed up at the house. The side door was locked so Claire knocked on it. Chester ordered Erin to unlock the door and let her sister inside. When Claire entered the house, he shoved Erin forward and said she was going to be shot if Claire said anything. Tim, not knowing what was going on, was out on the porch and asked what was wrong. Chester ordered Claire to tell Tim that everything was ok and he should leave. Claire told Tim but he persisted so Chester ordered him inside. Tim then asked if he could turn his car's still-running engine off and was told yes but if he tried to leave both girls would be killed. Tim turned off the ignition and entered the house.

Chester then ordered Claire and Tim to hand over any money they had. They said they didn't have anything. Tim showed Chester his empty wallet and Claire went to her mother's room to confirm that there was no jewelry left. When she came back, Chester grilled Tim on what kind of a car he had and if it was a manual transmission or not. Claire assumed he was contemplating taking Tim's car as a getaway vehicle. Chester them told both to go in the bathroom. He then ordered Erin to undress. She complied and Chester removed her panties himself. Erin was wearing nothing but socks now and he used the duct tape to blindfold her. He told Tim to come out and undress; the latter stripped down to his underwear. Tim was also blindfolded with duct tape and his wrists and ankles bound. Tim was then dragged to Erin's room. Chester then ordered Claire to. She complied and was also blindfolded with duct tape and sat on the floor next to Erin, who tried to remove her own duct tape just long enough to see Chester unzipping his pants, but he pushed it back over her eyes.

He then proceeded to rape Erin and then ordered her to perform oral sex on him. Chester told her if she bit his penis she was dead. He then demanded Claire do same, again telling her she was dead if she bit him. Meanwhile, the girls' uncle Willie Ryman, 38, and his fiance Marcia Sharp arrived at the house. Ryman, a firefighter, was concerned about his nieces due to the recent burglary spree in town. He was about to get more than he bargained for.

He did so, whereupon the sisters immediately locked the door and ran to get a handgun from upstairs. Once he realized what had happened, Chester tried to steal Ryman's truck. He then tried using his own gun to shoot open the lock and saw Sharp through the window. He fired twice at her and missed. Chester tried to find another way inside, but the girls fired a return shot out the window and he decided to make a run for it.

Chester was apprehended February 8 for an unrelated violation of a city ordinance and charged with the non-fatal burglaries. The following day, a search warrant for his home was obtained and an order to collect hair and blood samples. While these were being taken, Chester said that he "killed the fireman" but didn't elaborate further. Inside his house was a collection of stolen jewelry and several masks he used to hide his face during break-ins. He offered to show police where he hid the gun he committed most of the burglaries with. Chester showed them to his father's place and explained that the gun was in a ceiling space that would be hard to get at and assured the officers it wasn't loaded. As one of them tried to feel around the ceiling area, Chester climbed up and began feeling around a different location. The other officer told him to stop and pulled him back down. His partner found the weapon in the area where Chester had been reaching. Although he'd insisted it was unloaded, the cops found a full magazine inside. DNA collected from the DeLeon house would tie him to three additional rapes.

Chester pled guilty and went on trial in August. He made multiple outbursts in the courtroom and said he'd keep killing white people if he hadn't shot his brother-in-law and that he was not sorry for what he did. A jury only took 11 minutes to find Chester guilty of murdering Willie Ryman and raping the two girls. He vowed to kill employees of the DA's office if he ever got released and have his "homies" take out a cop who'd arrested him back in 1988, as well as two detectives in the murder investigation, if he got the death penalty.

His attorneys' claim that he was clinically retarded and could not be executed did not hold weight since he'd clearly shown ability to plan and commit his crimes, as well as know the difference between right and wrong. Jefferson County assistant DA Walyn Thompson said he was "one of the most dangerous individuals we've ever prosecuted." Chester's attempts over the years to appeal his conviction on 8th Amendment grounds had no success. In prison he claimed to have found religion and in a pen pal listing spoke of his interest in movies, sports, and music, mostly from his teenage years in the '80s.

His date of execution was set for April 24, 2013 but the death warrant had a mistake which delayed it two months. Chester was executed June 12. As a final statement, he said "Don't hate me. I'm sorry for taking your loved one. Elroy Chester wasn't a bad man, I don't care what anybody says. A lot of people say I didn't commit those murders. I really did it."

Current TX death row roster. Like CA and FL they have a few boomers who killed someone back in the 70s and are inexplicably still not executed.
