The localization would have to buy a license from TM. I'm not sure what percentage of overseas sales TM gets back but I presume it's some cut. But anyways, the real reason to avoid the potential corruption of western influence in the medium. Realistically, you should be mining words fairly quickly during the learning phase. I've been learning for several years, so my cards are words I pull from the various japanese materials I consume. It's not that difficult, and it's very gratifying to see your vocabulary grow considerably over the years.
