How well did it perform in combat?

Why aren't ballistic submarines the backbone of world navies? Why haven't surface ships been relegated to carrier protection and amphibious operations? Why not make SLBMs out of RIM-66s and Standard missiles and Tomahawks and ASROCs? If you want force projection why wouldn't the ambiguity of the presence of submarines be enough to scare your enemies?

so let's follow these two options
spend at least a decade developing such a system, with the risk that it fails or is late, and then spend several more years setting up and ramping up production.
or buy a system that already exists, has been proven in combat, and can be delivered almost immediately from israel as a stopgap while local industry sets up local production under license
