There are quite alot of historical depictions of fully armored men fighting on foot. Late 15th to 16th century suits of armor had to face bullshit muskets and had to grow in thickness and weight to resist it so the average weight suit became something like 25 kg with some extreme examples having a weight of around 40 kg or more. Horsemen can always just ride around but infantry have to walk everywhere so wearing 25 kg of armor is gona suck ass compared to previous era of only 15 kg suits.
