I think you're legitimately retarded, the advantage of three submarine launched bombers is that they can attack from unexpected directions in unexpected areas, with minimal chance of interception. A carrier is a big surface target that can be spotted by recon hundreds of kilometers away, it can't sneak up through any basically competent surface search blanket. Its strike projections and vectors also come from predictable directions and are usually large enough to be easily picked up on radar unlike 3 floatplanes.

Spitball idea: Have state units ever considered having their own procurement programs as a means of keeping smaller arms manufacturers alive?

Western arms makers had to experience heavy consolidation in the 1990s and 2000s which has led to an industry that cannot produce at scale. If the defense industry was unhooked from national level procurement frameworks, smaller companies could have frolicked and the modern day scaling issue for missiles, rounds, ships, drones, etc wouldn't be a problem.

Not really no. Most States National Guard units are dependent on both state and federal funds. The few states that actually have a "State Guard", are unfunded and damn near unsupported. The only state with a decent Guard is ironically California.

The concept of a high-low mix of aircraft where 5th generation craft gain air supremacy then 4/4.5th gen exploit that exists and has made me think about maintenance and other impacts on cost per flight hour.
How would you engineer combat aircraft for absolute minimum cost per flight hour while keeping performance acceptable enough for the task of exploiting air supremacy?
Ignore existing craft, so just using B-52s isn't an option for this thought exercise.
Would something in the size category of an F-16 be best or something larger? From googling around apparently a B-52 costs roughly 3-4 times an F-16 per flight hour and has far more than that in multiples of its payload.
Are there any considerations that would make a 'clean sheet B-52' not the best fulfillment of these parameters?

I don't know for China but the USA is producing roughly a few hundreds per year.
Even if we say China is producing 10.000 missiles per year, that's 5 of those Q-ships concentrating their whole yearly production.
If these ships are fitted with any radar above what's normal for commercial shipping, they get flagged as "curious" and investigated.
If they sail close to a carrier group in high sea, they get sunk.

First of all, the caliber is exactly the same .308; it is the cartridge that's different.
That said, .308 is cheaper and gives very close to the same performance as .30-06 in their respective factory loads. So for the vast majority of shooters .308 is the superior choice.
However, .30-06 has a greater case capacity and therefore greater flexibility for hand loads and boutique rounds. So for those shooters that hand load or are chasing niche performance; .30-06 is the superior choice.
If you are a military or police force, the savings in weight and material in both the cartridge and the gun that shoots it makes .308 the vastly superior choice.
tl;dr : depends on who you are and what you're doing with the round. Mostly .308, but sometimes .30-06.

If the advantage of mech legs is that they could reach places that treads can't, it doesn't make sense to bring them to locations where wheeled/treaded vehicles already are.

Instead, you might use a mech up at high alpine elevations, on a canyon floor, etc. to hold your MLRS/field gun.

Still reeling from the sheer retardation of the Battleship proposal, plus that it'll be replacing the DDG(X) project.

But the FF(X) looks good. It won't have VLS in it's first flight, but it'll have an established supply chain and available logistics for repair and maintenance. As long as they don't try to make more capable than it needs to be, i think it'll be a good boat.
