The only tech they have to pierce dragons, from range, are scorpions. Longbows ain't gonna do shit in a battlefield.

And making that tech widespread or improving on it would require successive technological innovations that are often the result of pooling together lots of smart people in concentrated areas. They'd need a lot more King's Landing sized areas, and for a considerable amount of time. The feudal politics lends itself to a lot of instability though.

Our feudal systems ended in large part because alternative economic arrangements became more viable. This can be partially attributed to merchants becoming increasingly more powerful. Westeros is too regularly beset by large scale wars for it to be able to develop a substantial merchant class that enables that transition.

However the more centralized power gets in Westeros, the better those conditions are satisfied.

So in short, dragons get slayed more easily when political power is better centralized over a long period of time.
