I have been thinking about the metal scene of the past 5 years or so, although the decline has really been since about 2011. I think what happened is that Europeans got into electronic and other modern genres of music and the people left doing metal were Ameritards and boomers who just kept making watered down versions of their pre-2007 hits. There was some good new stuff from non-traditional metal countries as they got into it late, particularly in Eastern Europe, but in the West the scene no longer attracted young people. There is still a lot of great metal out there, but it doesn't get much attention since only metalheads listen to metal now, and it's not usually very innovative. We had constant innovation in the '90s but there's barely been a new subgenre of metal invented in the past decade, and basically no bands getting big that were founded after 2011. I don't see any way to fix it without getting young people into it and for that we probably need to be more accepting of gateway bands/genres like post-hardcore, metalcore, and deathcore. I think Deathspell Omega will be the same way with their newest, which is aesthetically one of the most ambitious things to come out of black metal since 1997, but still lacks some of the compositional and intellectual depth and clarity that made, for example, Emperor's "In the Nightside Eclipse," Enslaved's "Vikinglgr Veldi" and Immortal's "Pure Holocaust" so distinctive and enduring.
