for that budget buy refurbished from your local bike shop. You're better off test riding bikes they actually have versus ordering cheap shit from the Internet that might not be a good fit for you

There's only one single speed under $300 And it's sold out. Or you can put drops on your bike. Bars, rim tape, brake levers, cables and new pads should run you $140 after tax. Add new chain and tires and you are looking at $200. If you lube everything it will feel new again
