rally2 is toyotawinslol as well since start of 2024, it's just that the driver and team quality is way more varied in national and continental level that it's not that apparent in championships like ERC.
But in wrc2 where every top team is top notch and drivers are more rounded in qualities, it is way more visible (not mentioning that skoda and others are all admitting they are behind toyota or people like greenshit who drove the yaris and other cars)

remember pre wrc+ we had 20 some years when top class in theory consisted from 20-30 entries per rally (ofc in reality ⅔ of those were way slower than the top 6-8 cars usually). The limit will be simply in cars eligible for manufacturer points (I guess manufacturers khm constructirs will need to nominate 3 ahead of every rally like now)
And it is also unclear what will happen to WRC2 and its sub categories like Masters and Challenger (i guess masters will be kept because thats just the old guys league)
For your third concern I think it will be just the manufacturer points, you either nominate wrc27 or rally2.
The FIA said that the parity will only last for a few years until there is enough wrc27 rally1s to field a separate class. With the top level rallycross also switching to wrc27 base (the plan is to basically the constructors will be allowed to drop in a fairly stronger engine for rallycross but everything must remain the same) it will also bolster the new rally1 interest down the road in the 10 year cycle
