Because
a) the receiving team specifically puts people out there with good hands so your "kick it at the guy with bad hands" strategy is not really viable because none of the guys out there have bad hands
b) it's hard to be that precise with a kick and if you kick it hard enough to richochet off a guy then if you miss the ball's going 30 yards upfield or out of bounds and either way the other team gets it
c) ever if you do hit it straight at the guy, he's more likely to catch it than not. or at the very least bat it down so it lands on his side of the line. If he couldn't handle line drives they wouldn't the hands team. And since you're hitting the ball with velocity your team's not likely to be anywhere near it if he can force it down.

So there it is. 90% of the time the kick would fly by the guy and be just a really awkward kickoff and the 1 out of 10 times it hits the guy it's still extremely unlikely to bounce back where it came from rather than to be caught or deflected in the direction of a guy on the receiving team. They've tried all the variations. The slow bouncer with an unpredictable spin that gives your guys time to rush the guy as he's trying to catch it is the one with the best odds.
