Why don't Peru, Paraguay and Bolivia join concacaf and Canada, USA, Mexico join CONMEBOL? We are higher level than them and they never qualify

Only maybe arguable that Bolivia but both Peru and Paraguay are occasionally very good and do qualify for the wc. Unironically if CUM was in CONMEBOL none of the three would be favoured to either actually qualify for the wc or ever do much in the Copa America
