Shit funding and low flexibility at adjusting training. We were successful at track and field until the 90s, so we partially still train like in the 90s. But funding is the biggest aspect
We could easily get over this and become successful again, but it won’t happen because our politicians don‘t care, and we are too bureaucratic to actually break this mold quickly. Perhaps something will change after the inevitable super-humiliation (I‘d say 5 golds or something should wake everyone up). Right now, everyone pretends finishing 4th and 5th is a huge success

It will take a while for that to lead to results. Also, the question is: where does the money actually end up. Our military spending is now above the NATO demand of 2% of the GDP as well, but only because they suddenly started filing absolutely everything as military-related. Until 2020, we were spending peanuts compared to every other sports nation of note, and even now we're probably nothing special. But this might be a start, it could pay off in a few years
