The Rugby Sevens is being hosted in SDF before the athletics. Unless they're going to overlay more pitch on there that's likely how it's gonna look for Sevens. Granted that does look to be awfully small for a rugby pitch so I've no idea.

Shouldn't be too much of a problem, most stadiums have a total lawn area of about that. Allianz-Arena in München for example has 111x72, of which 105x68 is the standard playing area for football. Just roll out a bit more turf for the time of the rugby 7 events so nobody gets hurt and boom, no one will notice

Imagine ...
That would mean that someone who normally runs 10.0 flat suddenly runs 9.8. Worlds apart. And someone running 9.8 would almost run a 9.6. It would almost be impossible not to break pretty much every World Record then. If it's 2% faster in that sense, Usain Bolt's 100m record would be a 9.39 - and that's without acknowledging that the 2% slower track in Tokyo was already much faster than the one in Berlin, where he ran the 9.58. Or other improvements, for example regarding the shoes.
400m runners would shave off almost an entire second.
If we ever get a track like this, you'd almost have to ban using it, it would be too powerful

Rio 2016 was blue (and ugly) only because the Stadium was already built, it was from the Pan-american games from 2007 and they would'nt build another one just for the Olympics.
