I think it's because they copy European philosophy/approaches too much but also can't allow to fully rely on what made them successful and admired: Brazil has always thrived on individualism and creative joy. But the modern era is all about the system. As such, Brazil is stuck in some sort of limbo
Mentality might also be a problem. Brazil has never been known for extreme strongmind, but I think they crumble under real pressure too often and don't seem to put up a real fight sometimes. They obviously could have beaten both Croatia and Belgium at the last World Cups, but especially Croatia simply fought their way into the game and overwhelmed Brazil not by pure skill, but by mentality.
Brazil has yet to field a team that's genuinely shit. But looking at their individual output, they often seem to deliver worse than they should. They also seem to lack a good manager in general, and it looks like the CBF is quite chaotic. Pressure is obviously also big for them. The problem isn't the amount of talent there, that's for sure

the issue with their managers is the fact that most of them only manage in Brazil and only take managing courses from CBF which hasnt updated its tactics sheet in decades, so they dont bother learning anything new or looking into what kind of strategies or formats teams in Europe, club or national use.
all teams in Brasileirao use the same old shit, still thinking 4-3-1-2 can do magic when the current NT doesnt even have a good 10 (no, i will never rate Paqueta, he's a fraud in all aspects) so bringing managers from there doesnt do anything good for it.
pains me to say this, but they really should look into getting a foreign manager that both understands the modern game but also how to exploit each player's individual strengths

Unironically, yes. The last generation had poor working-class parents who lived in favelas and wanted a better live.
Now favelados are all powerful slumlords with ties to paramilitary groups or drug gangs (that's the real reason favelas are untouchable by the government) and the tenants are childless wageslaves.
Also, proper, scientific physical training has advanced a lot in Europe and Brazil is still in the "raw talent" age. They can't compete.

The positional approach isn't the only way of playing the game effectively. You can see it more clearly in other sports like Basketball, there are multiple ways of doing the same thing depending on your skillset. Wanna break into a zone? Yeah you can pass to someone inside of it and break the defense from within, but you can also give it to your best dribblers and let them break it from the outside. Can you kick it from the outside? Perfect, let's stretch the defense. Etc.
