Back before football was invented and it was still good, a foul in the box was an indirect freekick. It had to be in the six yard box for it to be a penalty.
They only made it worse when they changed the handball rule. There used to have to be intent for it to be a penalty otherwise it was deemed accidental. Then one of the Sky clubs didn't get a penalty from an accidental handball so the rule was changed to any handball in the box was a penalty. Then they changed it back when it was obvious clubs were using the kind of tactic Liverpool used today. Then VAR was introduced to make things easier, but it was somehow too hard to tell from playing video at various speeds whether or not it was accidental so it was changed back to any handball was a penalty.
There's even a video from the first time it changed where one of the players is at a bit of an awkward angle to cross it so he looks at the defender's hand and just boots it off it.
