Funnily enough, Emery also struggled at Arsenal when he was just a head coach and he had people above him making signings for him. It wasn't until Arsenal abandoned that approach and "promoted" Arteta from head coach to manager that they actually started to build something. And of course we've seen what Emery's capable of at Villa when he is backed properly. If you're a "smaller" club that has to deal with the possibility of your staff being poached by bigger clubs, it makes sense to not give that much power to one person. The issue with Emery is he was a retard at Arsenal. He honestly thought formations weren't written like 4-4-2 but 1-4-4-2. That you included the GK in the formation. He didn't really speak English and he refused to actually discipline the players acting out. Which is why you ended up with Ozil, Aubameyang, Guendouzi stinking up the place. Arteta was hired to simply be the 'bad guy' to get rid of these players and try and be competitive. But he won the FA Cup, won the Community Shields (I know fans don't count it, but Pep and the media does as a trophy) and they decided since he wasn't on a partiicularly big wage as a manager he could do it with the stipulation that they had a director of football who had input on signings. So even Arteta doesn't have full control on his signings. Which is what led to the delay with signing either Sesko or Gyokeres. With their DoF and Arteta disagreeing over who to sign. I think Arteta wanted Sesko to be a 'plan B' striker (aka big lad to hoof the ball to) and their DoF (I forget the name) wanted Gyokeres and argued he could do the same. As it turned out, Gyokeres isn't prolific but he does so much work to open chances for Arsenal while Sesko does neither goals nor work.
