On average, yes, but there are gaps where an entire generation of rikishi don't have a single guy who's so much better than everyone else that he can actually stand a chance of winning all 15 bouts. Almost every single one of them was, or shortly thereafter became, a yokozuna

The sad thing is, and I guess this depends on your perspective, that there's nobody right now who looks good enough to do that again. It's hard to imagine the last two 14-1 earners, Kotozakura or Onosato, pulling themselves back together to make that kind of run happen another time

Not to mention that Kisenosato beat 2 other yokozuna and 2 other ozeki (one being a future yokozuna). Meanwhile Hosh only had to get past Onosato and Kotozakura.
