There's small, distinct mechanical differences as well, gold for XP being the biggest and most important one.
Still, the difference in tone is enough to make it separate. Same way that, say, 3.5 and d20 modern are different games even if you could use them both in the same campaign.

I have found most systems for armor and defense unsatisfying.
I find pure damage negation doesn't represent that armor doesn't just reflect but also reduces a lot of damage too, a hammer to the helmet won't just plink off its going to have some significant concussive effect, if less than against an unhelmeted head. But on the other end, armor as pure static damage reduction often doesn't illustrate the other end, that many attacks SHOULD simply be negated, a knife thrown at a breastplate won't just deal less damage, it will ping off harmlessly.

And Barbarians of Lemuria, Specifically the Mythic version, I believe addresses both those concerns for me.

This is done by a. health and damage being kept rather conservative and relatively equal, not becoming exponential as levels go up and b. armor being a die you roll for damage reduction rather than a static number. The range of damage that armor protects just so happens to align with the damage most weapons can do. damage being 1-6 + strength and armor protecting 0-5 damage. meaning that a low roll on most attacks and a high roll on most armor saves will have the armor totally negate attacks, while a high attack roll and a low armor roll will totally bypass armor, and a medium attack roll and a medium armor roll will deal reduced damage.

This is all modified by the fact that 2 handed weapons you roll 2d6 and pick the highest damage, medium weapons you roll straight 1d6 and light weapons you roll 2d6 pick the lowest. And armor ranged from light reducing d6-3 damage (0-3 damage), medium reducing d6-2 damage (0-4 damage), and heavy reducing d6-1 damage (0-5 damage). This means a dagger has the potential to deal as much damage as a great axe if situation permits (like dagger to the eye slit), but is less likely too, and that light armor could fully protect you from a glancing blow like heavy armor, but is also less likely too.

Depends. Proper plate armor typically negates all damage a hand held weapon could reasonably deal to it (yes also hammers, pole arms etc.) unless you hit a weakpoint, like going through an eye slit, between the plates in joints etc. Then there is almost not protection anymore. So having armor reducing the chance to hit is more like it.

I couldn't find any mention of vampire fangs dealing lethal damage to other vampires in the text. Considering they are lethal in Requiem and Aggravated in V20, I'd imagine they stay lethal in the coversion, but without mention one could imagine this means they do bashing, as per the "only if it says lethal to vampires" rule

Meanwhile, level 2 Protean Claws say they do lethal, while level 4 specifies Lethal to vampires, so I imagine it's intentional that level 2 only does bashing to vampires.

Lastly I wish there was more incentive to actually make specific spells, like picking a set of action+modifier and giving it a flavor. signature spell isnt nearly enough. I do think spontaneous casting is fun too but I think itd be nice to have more concrete spells for characters, and yes I've seen systems that make you pay xp for spells and I hate them. It was one of my big issues with the force trees in star wars. I like games that gloss over or ignore past events, because I like to get to the gameplay as soon as possible and play the game for the time agreed.
But, if the game itself sucks, I won't be interested no matter what. I need gameplay that engages me; plenty of character options to choose from, plenty of ways to synergize with my own character's kit and those of the other party members. Plenty of varied enemy types and behaviors to encourage different combat tactics.
If it's something like D&D or PbtA, where I need permission instead of being able to choose, I won't like it.

Make interesting places for the players to explore. Make interesting characters for the players to interact with and talk to. Make interesting monsters/combat encounters to fight. Give the players room to fill out their own characters. Leave gaps and let the players fill them. the story will emerge on it's own.

Any suggestions for systems built for urban fantasy settings? I know there's World of Darkness but I'm looking for something that is more combat focused and less story telling. Monster of the Week has been suggested to me but I'm just not a big fan of PBTA, the systems just don't feel like a game to me as bullshit as that sounds.

MotW is alright if you want to run something looser, but combat is rule of cool and lots of handwaving. You could do an alright Hellboy-style campaign with it, but you only get back what you put into a pbta system, meaning if you aren't feeling it, you won't have a good time.

Unknown Armies is more about fucked up magic and Delta Green is more about being off-the-books agents killing Lovecraft monsters.

It's actually pretty hard to find some urban fantasy games that aren't also pbta though. You might have to grab a generic system like Basic Roleplay (same system used by CoC and Delta Green) and fashion something to your liking.

Other dragons are a given. I was thinking more in terms of empires, civilizations. Masses of creatures that can exist as long as dragons and rival them in power in their own way, not necessarily being significantly supernatural.
Guess I'm trying to write a huge adult dragon as I would an adventurer: what kind of rivals, challenges and quests can he face without it being a straightforward high power magical creature or heroic character. As well as not escalating into all out war with armies.
Like giants are pretty good for that. Fae or high power magical creatures seem too wild, momentary challenges.
Sentient gryphons or harpy civs perhaps?

That's a nicely painted one, but ngl the bonereaper aesthetic has to be one of the worst things GW has come up with. It feels like lazy cad drafting to make skeleton models less spindly & easier to cast, but on top of that it flies in the face of what made skellymans cool which was reusing the bones of what were clearly once monsters & humans- when they're morphed & warped into specific shapes that clearly were never a part of an actual skeletal structure they might as well be made of metal at that point.
