Likewise, putting so much technology in the hands of the Mechanicus, while also banning AI for reasons that nobody even knows why anymore, is shooting themselves in the kneecaps, but it keeps the technology primitive and rare enough that the Imperium can be picky about who gets the good stuff.The Imperium can never, ever loosen their grip or become a better place to live, for the same reasons North Korea can't. If you're a nightmare dystopia and you make things ever so slightly better, that just empowers the people to overthrow you.
