Look up the stores or game clubs near you that have 40k nights and see what they do. There's the Combat Patrol format which is just going at each other using what's in a combat patrol box that's a nice starting point for newer players. Outside local tournaments, plenty of people are willing to play at below 2k points. There's Kill Team if you want something smaller scale and cheaper, but it does use differ, albeit similar, rules.
