You still need to have someone fully model and build articulate for the articulated figure. For reference, professional figure sculptors charge well over a thousand, and close to or over 2 grand for a fully sculpted and articulated figure. Your best bet is to find a base figure that's similar to this one, and just have someone model and print a head while doing some light modding/sculpting to the base body to get other things accurate. But good luck having anyone replicate this paint job. The painted cars suits on the top's border and all over the skirt will be a nightmare to paint. You've also never mentioned what scale you wanted this custom in, but it doesn't matter because all the problems already mentioned still apply.
