I've only seen the first two seasons. The reason why the Nazis and Kempeitai are more interesting is because the novelty factor lies entirely with those two factions. Japs and Nazis presiding over the US is something you don't typically see, so that's interesting. The resistance movement is extremely generic, it's every French resistance story you've ever seen repackaged as an American resistance without gaining anything along the way. It doesn't help that Frank and Julia are permanently miserable and frowning.
