The problem is, Uther has a warrior's mind when Merlin and the land needed a leader. Like Merlin says "I will give you the sword, yes. But to HEAL, not to HACK!". Giving into Uther demands and thus mixing the king's blood with a little of magic was a interesting gamble, and one can only especulate why Merlin saw in that the best option.
