Many of the worlds on my list were once snake held worlds that either rebelled or were abandoned. If the goolds were smart they'd be constantly monitoring everywhere they've been, but they seemed to make a practice of underutilizing their tech and knowledge. They forgot where they first got humans and where their home planet was. It would take an advanced world being discovered, then probed by the snake that found it, and then run up an info chain before a fleet of system lords would show up to glass them. The wraith were much, much better at keeping track of things, hence why almost every planet in Pegasus is tribal or medieval. It only makes sense when you understand how fucking lazy the goolds are by the time of the show.

They have slave humans dig up naquadah so they can outfit their jaffa with shitty staff weapons. System lords go to war and wipe entire planets fighting each other, then shake hands and eat some snake sushi at Hasara Station like best buds. There was no real desire to properly expand or explore for the snakes, and when SG-1 started dropping system lords, every goold with a ship was scrambling to take over the dead snake's domain. Then Anubis and the replicators showed up to finish the job. I'm sure in an Anubis timeline he'd have been more ruthless in tracking down all independent civilizations. Ba'al too, but by Continuum he'd chilled so much he'd just try to annex every world he found, while glassing anyone who resists. Wraith needed humans for food, so they had a very strong motivation to find all human populations and keep them in a primitive state.
