He also killed them due to the second guy waltzing into a store with a CLOSED sign. The wasting of ammo was necessary to make it look like there was a struggle rather than stonecold executions so the authorities are thrown off completely. The masked guys and Vogelman were true professionals only to get bested by two lame cops and some jungle bunny. Shit movie with only three good characters (Vogelman and the henchmen)

They seemed so ruthless and scary everytime they were on screen, working purely on calculations and their killer instinct despite looking like masked generic bad guys. Even without the tape, it would not take a genius to determine that all the shots came from the same gun and not the shotgun the clerk had.
