I had never seen this before. But this show was huge back in the day. So now that I'm almost at the end of season 1 I have to say pretty good show so far. A couple of corny early 2000s TV moments but most of performances are very good. Does it get better or worse?

They are all corrupt and pieces of shit in their own way. Vic is most obvious, but no more corrupt than more benign seeming examples like Billings, (a dishonest, lazy government worker doing the minimum amount and scamming the system for maximum benefits), Affirmative Action Aceveda and his political ambitions, etc. Vic is just the loudest and hardcore coolest.
