Harrenhal is huge. Its poorly manned currently so there's problem 1 guard for every 100 m2. And most ran when they saw the dragon.

I can’t think of a single battle from GoT showing an aftermath as brutal as this. It needed scenes like these to sell the general unrest that was supposed to be taking hold as Robb’s Rebellion proceeded.
