It wasn't clear where in the supply chain taxes were supposed to be paid on gas, so they set up shell companies, had all the other companies claim that the shell company was the one that actually remitted it to the state, and then when the state inevitably figured out that the tax hadn't been paid they'd go after the shell company, which would immediately become insolvent and dissolve. They would then set up another one.
