If Tommy is so fucking volatile that he's willing to kill a made man, he cannot be trusted at all by anyone to do anything. And remember he left the place for who knows how many hours, until everybody left and it's just Batts with Jimmy and Henry, seemingly came back with nothing so why did he even leave the place, and managed to seethe the entire time.
