EMH because he was functionally the "sonic screwdriver" of Voyager. The writers just used him to do anything that was even remotely medical related, or they could try and capture as being a medical problem to be solved. Discounting that bullshit? It's Bashir every day. Dude managed to have Keevan walking around fit as a fiddle with basic medical supplies after Keevan had been dealt what were mortal wounds. Bashir also pretty much figured out how to synthesize Ketracel White independently without any samples of the shit to work with. Not to mention all of the other shit he pulled. His genetic enhancements probably made him the best doctor in the entire Federation.
