Why hasn’t any theatrical film been able to portray this character better than a cartoon from the 90s?

He was basically a side character in The Dark Knight, and he’s a chaotic madman with no real motive in Batman Forever

He’s one of the more complex and sympathetic characters in the Batman universe and he deserves to be the main villain in his own film.

The problem with Two-Face is that he's uninteresting outside his origin story. Once that's done with his gimmick of opposites being representative in everything gets old quick. He's a character who I think would be more interesting in the court room than being some icon gangster, but doing that wouldn't make him a villain anymore.

TDK got it mostly right by showing enough of DA Harvey Dent to give the audience the picture
But the thing that TDK omitted the fact that Bruce and Harvey are old college buddies, and one of the reasons that Batman doesn't kill is because he refuses to give up on Harvey is a glaring omission in my eyes
If The Batman had just introduced Harvey Dent as Gotham's DA and Bruce's old friend they would be perfectly poised to do The Long Halloween but they didn't and it sounds like we're getting some dog's ass Joker story instead

A lot of it depended on the episode but TAS's strength was figuring out how to balance the inherent cartoonishness and the decidedly grim setting.

Developing Bruce Wayne as a character and then adding the Batman persona onto that was something that none of the Batman films actually did. The Nolan films' Bruce Wayne was basically just Christian Bale reprising his role as Patrick Bateman.

The person who drew that picture has never seen a gun in real life and has no idea how it works. More so, they're entirely opposed to learning how a gun works, even if that knowledge is required for them to draw one correctly.
