Unfortunately DS9 was too niche for the big screen. It was watched by the fans but it didn't command the broad audience and brand recognition TNG had. Same goes for Voyager, some of whose fans have also said should've made the jump to movies. This is why NuTrek is still beating the dead horse of TOS almost 60 years later because it's a recognizable IP.

in the past, the goal was to create a good show lots of people watch so that you can sell ads during it and make money that way
the way it works today is:
you create a bunch of IP slop so people pay for your streaming service and you can sell ads because you have all the big IPs and just play them over literally any video at all and make money both ways. so it doesn't matter if the shows are terrible you already got all the money.

This is never stated or shown to be the case, just that they've had run-ins. Q is much more powerful and more intelligent than any human, but Picard tends to bust him up at whatever game he's trying to play, so is Picard as strong as Q?

This is not necessarily shown to be the case, just that they've had run-ins that weren't favorable for Q. He later tells his son not to agitate the borg, so it could be a similar deal where the continuum simply doesn't/aren't allowed to fuck around with her race as a matter of principal. It could be that she's foiled some of his plans before, and he can't do anything about due to the continuum keeping an eye on him, which is very in character.

What we do know is that her race is near extinction and has the ability to sense shifts in the timeline, so I think the continuum generally leaves them alone because A. they don't want to risk endangering them any more, and B. they're useful in some capacity as a sort of barometer in case the timeline gets fucked up and the Q have to deal with it.
