Picard used his position as a trusted and beloved captain to coerce an impression and emotionally vulnerable 19-20 year old into going on a high risk probable suicide mission which would put her in a position to be abused and killed by a despotic supremacist space empire. Waltz was the start of the flanderization of dukat. They did everything in their power to make him unequivocally and cartoonishly malicious and unrelatable, but even in that boilerplate evil monologue he delivers, it proves that he is not as evil as he could've been. Which begs the question; what is better - to be born good, or to overcome your evil nature through great effort?

Picard should have understood sending a low skill crew member on a rushed mission of only the most extremely mild importance meant the mission was doomed from the start. And he did, that's why he guilted her into doing so instead of ordering her, because he knew he was sending a young woman off to a horrible end for absolutely nothing.

Realistically, the absolute best case scenario would be Jaxa makes it into Cardassian space where as an unskilled agent with zero contacts she would be trapped for the rest of her life. The proficient and ever vigilant Obsidian Order would quickly sniff her out and break her within hours and the whole operation would be exposed a few weeks to months afterward. It never had a chance of succeeding and therefore should've never been carried out.

Like imagine a general coercing a recent JROTC grad of Ukrainian ancestry who lived and grew up as typical US teenager in some podunk rust belt town her whole life and barely spoke a word of Ukrainian to go with a Russian double agent to the Ukraine so he could use her to sneak his way back into Russia and she had to go right now, no training no nothing. Does that sound anything less than idiotic?
