Every time I watch this, I seeth at how much First Contact and Voyager absolutely fucked up the borg completely. Even on TNG you only really get 2 borg "collective" storylines, and then the rest of the time borgs are just individuals because the writers don't know how to write a collective, but at least those individuals were not part of the collective in that moment, any time the actual borg were encountered, they should have always been a collective. If they had a Borg Queen, she should have been nothing more than a conduit and spokesperson, not some seething melodramatic bitch at the top of heirarchy.
Voyager should have made every encounter with the Borg a run and hide, and even if need be, sacrifice other ships and planets to escape. civilizations of the Delta quadrant should have all been hiding and living in fear, a "dark forest" scenario.

I think the Queen in First Contact alone could have been justified as an adaptation to the situation they're in - few in number and cut off from the Collective, if they operate as normal then anyone they assimilate will have an outsized influence on the hive mind and compromise it. That's what makes him one of the best villains in all of Trek. He doesn't want to blow up the universe. He doesn't have a superweapon. He's not constantly after revenge. well that is not how I remember it because in a scene that was extremely painful to watch Dukat and Weyoun basically have very on-the-nose lines explaining to the audience that his megalomaniac arc is over (they basically say this verbatim) and that his new enlightened purpose is cosmic and spiritual annihilation of Sisko (and everything he represents). by destroying the Prophets he can destroy him and the Bajorans. he no longer cares about what anyone thinks. he is insane and doesn't care who knows it. Damar and Weyoun look on, horrified.
