VOY has a real problem with scaling the Kazon threat or making them believable. They've always seemed they were meant to be all bark and no bite. Voyager is legit at least a century ahead in terms of capabilities if not more and should have frankly been struggling with not one shotting their vessels with phasers alone.

In S1 for instance the Kazon basically stay away from Voyager cause they know they'd need a fuckton of numbers to take her on and even then there would be significant casualties. Then they do the Seska arc in S2 which just seems to make the Voyager crew seem completely retarded with the Kazon magically able to keep catching up to a vessel that is supposedly infinitely faster than them? Not a well thought out plot or race.
