He was always the emissary, at least he eventually became the emissary in the past, which lead to the present. Exactly when he had always been the emissary is up for debate and arguably a different timeline depending on how you look at it, a different recursion of it at the very least. I think it was a feedback loop of the writers not giving him a ton, the actor not putting a lot of effort into what he was given, then the writers caring about him less, and so on.

Supposedly he was supposed to be this JFK-type charismatic leader but he just felt lifeless on screen.

Opaka instantly recognized him as the Emissary from the moment she met him. I think most of the religious figures recognized it as well.

Some Bajorans like Kai Winn doubted or resented that a non-Bajoran and non-believer was Emissary.

Normal people like Kira or others on the station believed it more or less but suppressed it since they had to work with him as an officer of the Federation first. There were a couple lines about it in the "sword of stars" episode guest starring Daniel Jackson's father in law

Barreil is not terrible, hes supposed to be a holy man so kinda acts stoic but hes not too annoying. The one character that made my blood boil was Jadzia. Like every single scene she was either reminising something about Dax or acting like a badass or a slut. She was insuferable and didnt add anything to the crew. When she died was a huge relief.
