Live traps are really only useful if they're actually inside your house and you need to get them out after sealing off their entry point.It's still bad form for animal control to bitch you out for reporting an erratic/disoriented animal in a developed area, they're supposed to keep track of cases to see if it's turning into a major problem and warn pet owners.
