To be fair, most Vorta we meet aren't agents. Weyoun, Kilana and Keevan and Lusara were commanders of the Jem Hadar. Eris was able to pull the wool over everyone's eyes and it would have worked if it wasn't for Quark wanting to profit over her fake slave collar. If a regular Starfleet ship were the people who fell for the trap then she would have been able to nestle in as a spy.

The situation in which Sisko and Quark met Eris was one completely engineered by the Dominion to try and get her to infiltrate the Alpha Quadrant and Starfleet. I imagine it's one of the Dominion's typical ploys to insert Vorta into civilisations. So in that sense, the Vorta would be good infiltrators of a typical civilisation. As for Weyoun, he does become more important later on but he is initially just another Jem'Hadar commander and while he eventually does become the only solid the female changeling ever trusted, it seems more like his duties get expanded.

I guess it just never fell of fashion, Bashir was right, Earth has been pretty culturally stagnant for a while in the Trek universe, the characters are either into stuff from centuries ago (Shakespere, Jazz, B-Movies) or alien art (Klingon opera, Cardassian lit).
