It was straight up stated that the Federation had vastly grown in size over 800~ or so years, and after the Burn went down what was left of Starfleet basically went into triage mode because it simply couldn't support even a fraction of it's then members

The Federation even gives a few 'industrial replicators' to Cardassia and other non-aligned worlds throughout Star Trek canon which means they certainly have more than enough themselves, throughout the UFP.

There's a lot more things I didn't like (the screenwriting 101 intros, picking up and dropping unimportant things repeatedly, etc.), but worst of all it was boring. None of these character were interesting. Something you need in a character-driven ensemble show.
