Go rewatch it right now. It's Picard the Captain being forced to experience a day in the life of a man who was utterly rudderless. He went from post to post and section to section without ever finding himself. Picard the Captain finds this existence unbearable solely because he's found a path to command and knows he's completely wasted where he is.
Barclay is where he's supposed to be, fixing weird shit in engineering. If the episode was about Barclay it would be about him crumbling under the pressure of being captain of a starship and it would end with him begging Q to go back to what he was meant to do even knowing all the power and importance he'd be giving up.

The convention "USS" is a moniker from before the Fed became a thing, Starfleet was formed after first contact with Vulcan during a period of earth history where we approached space travel as naval terminology, ENT is literally about the transitional period between early Starfleet and what becomes modern Starfleet.

Secondly, there were no quantum torpedoes during TOS to my knowledge until ships had to equip them during the war with the Klingon Empire, by which time, they were the best defensive weapons to have in both the Neutral Zone and the Klingon Empire border. Also also, only certain classes of starships have quantum torpedoes and your link just highlights the exceptions like the Defiant, a warship literally built to defend from the Jem'Hadar.
