It made him realize starfleet has no intention of passing command of the enterprise to its first officer, they'll just find another captain.

Modern Trek fails to comprehend Starfleet is a military organization, not a cruise. We see them spend time having fun, but most of the time they're working and facing true danger.Post TBOBW stories involved much of the federation realizing they're out of shape. Tens if not hundreds of thousands of lives are on the line, and the operation needs to be headed by someone who knows how to handle the Cardassians, whom Riker has met all of one time. Riker should have been enough of a man to swallow his pride, adjust his schedule, and miss a few poker games to stop a war and save lives, including Picard's. But he threw a tantrum instead, and not even the power of editing and ominous musical stings could obfuscate what a child he was being.
